Addendum Date: June 14, 2023
To all the general contract bidders of record on the Bid Proposal titled: Elections Roof Replacement.
This Addendum shall be considered part of the bid documents for the above mentioned project as though it had been issued at the same time and shall be incorporated integrally therewith. Where provisions of the following supplementary data differ from those of the original bid documents, this Addendum shall govern and take precedence.
Bidders are hereby notified that they shall make any necessary adjustments in their estimates as a result of this Addendum. It will be construed that each bidder's proposal is submitted with full knowledge of all modifications and supplemental data specified herein.

The questions below were submitted by BK Contracting and answered below.
- The existing roof has 6 inches of insulation and not 2 inches as listed in the scope of work. Does the owner still want to add 2.5” inches? If you want, we could add ¼” dens deck coverboard in lieu of the 2.5”. If the existing insulation is in good shape, it is fine to leave it. The ¼” dens deck can be added in lieu of the 2.5” additional insulation.
- Is the new EDPM roof to mechanically attached or fully adhered? The roofing system is to be mechanically fastened.

- Are you wanting to keep the stone pavers on the roof or have the contractor of choice dispose of as necessary? The pavers are to be removed and disposed of by the contractor.
- Are downspouts and gutters needing to be replaced? The downspouts and gutters are to remain.
- The scope calls for a 2” layer of insulation to bring to code R-value. Currently you have an r value of 31. The insulations needs to meet state code.

Bids will be received by the Board of County Commissioners, Clark County, Ohio, in the Office of the Clerk to the Board of County Commissioners, 3130 East Main Street, Springfield, Ohio 45503, UNTIL THURSDAY, JUNE 15, 2023, AT 10:00 AM for the BOARD OF ELECTIONS ROOF REPLACEMENT PROJECT. PLEASE NOTE: BIDS DELIVERED/RECEIVED AFTER THE SUBMITTAL TIME (EXACTLY 10:00 AM ON THE COMMISSION CLOCK) WILL NOT BE ACCEPTED.

The Pre-Bid Meeting will be Thursday, June 8, 2022 at 10:00 AM, at the Clark County Board of Elections, 3130 East Main Street, Springfield, Ohio 45503.
Each bid shall contain the full name and address of each person or company submitting the bid. All bids must be submitted to the Clerk’s Office of the Board of County Commissioners, 3rd Floor, Springview Government Center, 3130 East Main Street, Springfield, Ohio, 45503, NO LATER THAN THURSDAY, JUNE 15, 2023 AT 10:00 AM. Bids will be opened by the Clerk in public session at approximately 10:00 AM in the Commission Conference Room, Third Floor, 3130 East Main Street, Springfield, Ohio. Bids are to be submitted in a sealed envelope and clearly marked on the outside of the envelope in the lower left hand corner as follows: "BOARD OF ELECTIONS ROOF REPLACEMENT PROJECT". Name and address of company submitting bid shall also appear on the outside of the envelope.
All bids must be accompanied by a bid bond, certified check or cashier’s check in the amount of 10% of the bid. Checks should be made payable to the Board of Clark County Commissioners. The successful bidder will be required to post a Performance Bond in the amount equal to 100% of the bid award and, if, bidder fails to post same, the bid bond shall be forfeited as liquidated damages. A Bid Bond that would convert to the Performance Bond shall be in the amount of 100% of the bid. Checks from unsuccessful bidders will be returned immediately after bid award. FAILURE TO SUBMIT A PROPER BID GUARANTY WILL AUTOMATICALLY INVALIDATE THE BID.
The County reserves the right to reject any and all bids and to waive any defect in a bid, which does not materially alter the contract document.
Please note the County is exempt from all Federal, State, and Local Sales and/or Excise Taxes.
Bidders must submit the following: Bid Bond, Non-Collusion Affidavit, Non-Discrimination Affidavit, Personal Property Tax Statement, and Affidavit 3517.13 in Compliance with the ORC. The successful bidder must also submit a performance bond and meet the County’s insurance requirements (the list of requirements is included in the bid package).
The successful bidder will be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio in accordance with all provisions of the Prevailing Wage Act of the State of Ohio, ORC Sections 4115.03 and 4115.16 and related requirements.
