Sealed bids will be received by the Board of Clark County Commissioners, Office of the Clerk, 50 East Columbia Street, 5th Floor, P.O. Box 2639 Springfield, Ohio 45501, UNTIL THURSDAY, JULY 11, 2013, AT 10:00 A.M. for the “Southwest Regional Wastewater Treatment Plant (WWTP) – Upgrade and Expansion” Project, for the Clark County Utilities Department, pursuant to the bid plans and specifications. A Prebid Conference will be held on June 19, 2013 at 10:00 a.m. at the Southwest Regional Wastewater Treatment Plant, 3990 Woodbury Road, Medway, Ohio 45341.

The construction project includes improvements to the existing Southwest Regional WWTP that will increase its rated capacity from 2.0 million gallons per day (MGD) to 4.0 MGD. Facility improvements will generally consist of upgrading the existing headworks facility; converting two existing primary clarifier tanks to anaerobic/anoxic tanks; increasing the capacity of the existing intermediate pump station; converting the existing concentric-ring oxidation ditch to two plug-flow reactors; adding a third 60-foot diameter clarifier; increasing return sludge pumping capacity; converting from chlorine to ultraviolet disinfection; installing diffuser air post-aeration in existing concrete tanks; significant electrical upgrades including two new emergency generators; and related civil/site work. New process equipment will include an influent mechanical screen, a screenings washer/conveyor, two vortex-type grit removal systems, two vertically-mounted centrifugal grit pumps, a grit washer/classifier, a grit conveyor, submersible mixers, positive-displacement rotary blowers (bio-treatment and post-aeration), coarse and fine bubble diffuser systems, circular secondary clarifier, a horizontally-mounted centrifugal return sludge pump, a coagulated feed system, ultraviolet disinfection equipment, stainless steel weir and isolation gates, upgrade electrical and instrumentation, and yard piping. Demolition work will be required with the upgrade/conversion of existing treatment processes. In addition, the existing rotating biological contactors (out of service) will be demolished.

All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of this project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and the Governor’s Executive Order 84-9 shall be required.

DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE REVISED CODE APPLY TO THIS PROJECT. COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.

All bids must be submitted to the Clerk’s Office, Board of County Commissioners, 5th Floor, 50 East Columbia Street, P.O. Box 2639, Springfield, Ohio NO LATER THAN THURSDAY, JULY 11, 2013, AT 10:00 A.M. Bids will be opened by the Clerk in public session at approximately 10:00 A.M. in the Public Chambers, 5TH Floor, 50 East Columbia Street, Springfield, Ohio. Bids shall be clearly marked on the outside of the envelope in the lower left hand corner as “Bid for the Southwest Regional Wastewater Treatment Plant (WWTP) – Upgrade and Expansion Project”. The name and address of the bidder must also appear on the outside of the envelope.

Each bid must be accompanied by a bid guaranty in the form of either: a bond for the full amount of the bid; or a certified check or cashier’s check in the amount of 10% of the bid. Checks should be made payable to the Board of Clark County Commissioners. FAILURE TO SUBMIT A PROPER BOND WILL AUTOMATICALLY INVALIDATE THE BID. Successful bidder will be required to post an acceptable Performance Bond in an amount equal to 100% of the contract price. If successful bidder fails to enter into a proper contract or defaults in any portion of his bid, the bid guarantee shall be forfeited as liquidated damages. Bid guaranties of unsuccessful bidders will be returned following award of bid.

The apparent successful bidder on any contract exceeding $100,000.00 requiring prevailing wages must submit its two most recent financial statements that have been compiled, reviewed or audited by a licensed Certified Public Accountant within seven days after bid opening date and must certify compliance with the County’s financial requirements/tests, a copy of which are included in the bid documents.

Attention of the bidders is called to the following: compliance with the County’s Equal Opportunity Policy; and signing of a Non-Collusion Affidavit, a Personal Property Tax Statement, a Non-Discrimination Provision, and an Affidavit in Compliance with ORC 3515.13, that are to be included and returned with the bid. PLEASE NOTE: the County is exempt from all Federal, State, Local and/or Excise Taxes.

THE BOARD OF COUNTY COMMISSIONERS OF CLARK COUNTY, OHIO RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS; AND THE BOARD ALSO RESERVES THE RIGHT TO WAIVE ANY DEFECT IN A BID WHICH DOES NOT MATERIALLY ALTER THE BID ITEM.
