Statements of Qualifications for As-Needed Engineering Services
Board of County Commissioners (the “Board”), in and for Clark County, Ohio
intends to receive Statements of Qualifications (“SOQs”) from professional
design firms desiring to be placed on the list of prequalified firms interested
in providing services to the Clark
County Department of Utilities (the “Department”) for projects with an
estimated design fee of less than $50,000.
Firms interested in being added to the Pre-qualified list may submit SOQs
at any time. To be selected for a particular
project, a firm must have either submitted a current SOQ within a year prior to
selection for the project, or the firm must have sent notice to the
Department’s Operations Engineer indicating that the information in a
previously submitted SOQ is still current, along with any necessary updates. A prequalified firm will be removed from this
list if the firm submits a letter requesting to be removed or fails to timely
submit either a current SOQ or a notice indicating that a previously submitted
SOQ is still current.
A firm requesting
to be added to the prequalified list shall submit One (1) copy of the firm’s Statement
of Qualifications to the Clark County Department of Utilities, 3130 East Main
Street, P.O. Box 1303, Springfield, Ohio 45501-1303, Attention: Tom Bleidorn, Operations Engineer. Questions may be submitted via email to or by mail. A firm’s SOQ will expire one (1) year after
submission if the firm fails to keep the SOQ current as indicated in this legal

The prequalification of any
professional design firm does not guarantee that the Board will contract with
or use that particular firm for any particular project. Prequalification simply means that the firm
may be considered for professional design projects with an estimated cost of
less than $50,000 pursuant to R.C. 153.71(A).

required include but are not limited to type below:
collection and conveyance systems;

station design and rehabilitation
studies and I/I removal
Operational and Maintenance Manuals
and Instrumentation design
or replacement of distribution systems
system modeling and mapping
Quality and Corrosion Studies
improvement and replacement planning
Tank Investigations and Rehabilitation/Recoating.
and Water Treatment
stream and solids treatment processes upgrades
of Operational and Maintenance Manuals
and steel structural design (tanks, ladders, grating…)
This notice is open to all qualified
professional design firms and is available on the Clark County Notices/Hearings
Website at http://www.clarkcountyohio.gov/bids.aspx.
The Board reserves the right to remove any firm due to the firm’s
failure to maintain a current SOQ or to otherwise remain qualified; to re-post
this notice annually or as often as needed; and to send this notice to any
firm, association, or publication that the Board considers appropriate.
